Tren de Aragua and the Move to Designate Cartels as Terrorist Organizations

The Trump administration has taken a historic step in the fight against transnational crime by moving to designate over half a dozen drug cartels and violent gangs as foreign terrorist organizations. We could not be more thrilled because among these groups is the Venezuelan gang Tren de Aragua (TdA), a criminal network with deep ties to the socialist dictatorship of Nicolás Maduro that has infiltrated the United States and spread violence in communities across the country. This decision could prove to be a game-changer in law enforcement’s ability to dismantle TdA and similar organizations operating on U.S. soil.

Tren de Aragua, meaning "Train from Aragua," originated in Venezuela’s prison system before evolving into a full-fledged transnational criminal organization. The gang controls smuggling routes, human trafficking operations, extortion networks, drug distribution, and organized crime hubs in Latin America, the U.S., and even Europe. TdA's influence has grown at an alarming rate, with reports of its involvement in kidnappings, contract killings, migrant exploitation, and violent crimes across American cities. Their operations extend far beyond street-level crime, posing a direct threat to national security by leveraging illegal migration pathways to strengthen their ranks within the U.S.

For over a year, TdA Shadows, an outreach of the non-profit Life In The Arena Foundation, has been advocating for this designation and pushing for stronger federal action against TdA’s growing presence in the United States. Our organization has been at the forefront of educating law enforcement, government agencies, schools, healthcare systems, and even corporations about the dangers posed by TdA. We have offered situational awareness training to help professionals identify gang indicators, recognize recruitment tactics, and understand the networked structure of these transnational criminal organizations. With a team of instructors who have a combined 125 years of experience in drug enforcement, law enforcement, transnational investigations, gang task force operations, and more, we have worked tirelessly to provide intelligence and training to those on the front lines of this battle.

The move to officially designate TdA and other cartels as terrorist organizations changes the rules of engagement in law enforcement’s efforts to remove these threats from American soil. Under U.S. law, a foreign terrorist organization is defined as any group that engages in premeditated, politically motivated violence against civilians, intends to intimidate or coerce a civilian population or influence government policies, and operates outside the United States but threatens U.S. national security, foreign relations, or economic stability. This designation provides the government with a powerful set of legal tools, allowing for more aggressive prosecution, asset seizures, and counter-terrorism-level intelligence gathering against these gangs.

By labeling TdA a terrorist organization, the U.S. is escalating the fight against transnational crime and acknowledging that these gangs are no longer just a law enforcement problem—they are a national security threat. Law enforcement will now have stronger legal authority to arrest TdA members under terrorism-related charges, which carry harsher sentences than standard criminal offenses. The designation also makes it possible to go after the gang’s financial networks, cutting off their funding streams and weakening their ability to operate. Counterterrorism resources will now be used to monitor, track, and disrupt TdA’s movements, allowing federal, state, and local agencies to collaborate in ways that were not possible before. Additionally, the designation will enable immigration enforcement to swiftly remove known TdA operatives from the country, limiting their ability to establish deeper criminal footholds in American cities.

Tren de Aragua is just one of many organizations set to receive the terrorist designation. Other groups include MS-13, the Sinaloa Cartel, Jalisco New Generation Cartel (CJNG), Los Zetas, the Gulf Cartel, Cartel Unidos, and La Nueva Familia Michoacana. The administration’s move signals a shift in how the U.S. plans to handle cartel violence, treating these organizations as enemy combatants rather than just criminal enterprises.

The designation of Tren de Aragua as a foreign terrorist organization is a necessary step in addressing what has become a growing crisis. For too long, law enforcement has been fighting a losing battle against highly organized, well-funded transnational gangs that operate with impunity across the U.S. and Latin America. The failure to recognize their true nature has allowed them to spread unchecked, using weak immigration policies, sanctuary city protections, and an overburdened criminal justice system to their advantage. This decision finally gives authorities the backing they need to take meaningful action against these groups.

However, designation alone is not enough. Now, the focus must shift to aggressive enforcement, targeted operations, and a commitment to fully dismantling these organizations.
